I would just like to remind everyone on how we identify boilers and pressure vessels in MN.  We are still receiving reports with duplicated numbers.  Example, the MNB number is also being entered into the Other/ Serial number field.  Please do not duplicate numbers.  The MNB number only goes in the Juris No for HSB inspectors or in the Alt Jurisdiction Number in JOL.  Do not duplicate this number into any other fields.

In our system there are 4 numbers we use to identify boilers and pressure vessels.

BPV # (Bus_Lic_No): This number is assigned by our system as a unique identifier for all boilers and pressure vessels within our system.  JOL users will need to view the certificate from our website to ensure that this number is accurate and ensure the correct number is entered in the JOL Jurisdiction Number field.  HSB inspectors currently do not need to enter this number.

MNB Number (State Reg No):  This number is called the Juris No in HSB, and the Alt Jurisdiction Number in JOL.  This number is assigned by a State Boiler inspector to a boiler or group of boilers as a unique identifier for each boiler or boiler system.  This number must be included on all boiler inspection reports unless the boiler is new.  If you find a new boiler that has not been inspected, please contact the state inspector for that area so they can perform the first inspection.  http://www.dli.mn.gov/CCLD/BoilerInspectors.asp  If you find an existing boiler in which you cannot locate the MNB Number, you will need to look it up on our website, if it is not listed on our website you will need to contact the state inspector for the area so they can attach a new MNB number.

National Board No (NB No) :  This is the National Board  field for HSB and the NB No. field for JOL.  This number is assigned by the boiler or pressure vessel manufacturer and this number is unique for each manufacturer.  The NB number may be preceded or followed by a single alpha character, this does not happen very often, but there are a few companies out there that were allowed to do this.

Other Number / Serial Number (Minnesota’s Jurisdiction #): This is the Desig no for HSB and the Other No. for JOL.  This number is usually the serial number of a boiler or pressure vessel that requires inspection by state law, but does not have a NB number.  Normally this is used for, water heaters, “UM” stamped pressure vessels, or cast iron and cast aluminum boilers.

Data Entry Guidelines for Boilers:

MNB Number: Boilers must have a MNB number and may have a National Board No. or Serial Number.  The MNB number shall not be duplicated in any other field.  It must be entered in the Juris No field for HSB and the Alt Jurisdiction Number field for JOL.  Do not put the letters MNB in front of this number!!  Enter a numeric value only.

National Board Number: The National Board Number must be entered into the National Board field for HSB and the NB No. for JOL.  The NB number shall not be duplicated in other fields, and do not put the letters NB in front of this number.

Serial Number or Other Number: The Serial Number shall be entered in the Desig No for HSB and the Other No for JOL, and shall not be duplicated to other fields.

Data Entry Guidelines for Pressure Vessels:

Pressure vessels must have a National Board No. or a Serial Number.  The National Board number must be entered in the National board field for HSB and the NB No. field for JOL.  When entering this number into your system please ensure that it is accurate, and not preceded by the letters NB.    The Serial Number shall be entered in the Desig no field for HSB, and the Other No. for JOL.  This number shall not be duplicated to other fields.

Failure to comply with these requirements will result in the inspection report being sent back to your company for resolution.  Failure to submit the corrected inspection report within the 21 day requirement will result in penalties being assessed.

We all need to be diligent when performing inspections and reporting that information to the department.  There is no excuse for inaccurate data entry.  Every data entry mistake creates additional work for others.  The best method of ensuring you are entering the correct information is to print the certificate from our website for each location you inspect.  If you need to make changes to objects on a certificate you should contact James Hebert at 651-284-5855, or by email at james.hebert@state.mn.us .
